Start with readability. A suitable learning weapon lets you distinguish its fast action, committed action, movement, and recovery without guessing which animation caused the outcome. Test it against one repeatable enemy string. Record whether it reaches after a dodge, whether its short punish fits, and where Soul finishes.
Damage numbers should come later. A weapon with a large displayed hit can lose practical value if it misses the common opening, consumes a limited resource, or leaves you in a poor position. A lower single-hit number can be the better first slot when it makes defensive learning and safe confirmation consistent.

Give the second weapon a distinct job
The second main weapon should answer a situation that the first handles poorly. Acquisition and upgrades
Official material says the world contains weapons, armor, artifacts, and skills to collect, but it does not provide a complete weapon-source map.
